One of the most important functions performed by the Office of the National Coordinator for Health IT (ONC) is to administer the ONC Health IT Certification Program (the Program). A critical aspect of the program is ensuring that certified health informatics meets established requirements to give users confidence that health informatics is operating in accordance with those requirements.
Testing in controlled test environments has been the cornerstone of the program's processes; however, it is also important to measure the performance of systems in the field, just as drug development assesses effectiveness both in the laboratory and in the real world.
To that end, the 21st Century Cures Act required ONC to include real-world testing as a condition for certification in the program, which ONC implemented as part of the Cures Act final rule.

ONC has worked closely with ONC Accredited Certification Bodies (ONC-ACB) and the developer community throughout 2021, and we thank our industry partners for their commitment to real-world performance goals in the point of service, where it matters most. . Although the program has reached its first stage of real-world testing and is off to a good start, the work has only just begun! By March 15, 2023, the results of these test plans covering performance in 2022 will be published in CHPL, providing the market with the first comprehensive view of actual certified health IT performance.
Health IT is dynamic and constantly changing, so real-world testing will be an ongoing annual process to keep pace. By December 15 of each year, certified health informatics developers must submit updated plans for testing in the following calendar year, with results publicly available by March 15 of the following year.
